Unfortunately no one can advance to the highest level of trust instantly. You must apply for moderator first, and even then it takes time and much trust.

Here is a ranking system of the order of ranks and how difficult they are to get, from easy to hard.

Trial Mod -> Moderator -> Admin -> Head Admin - OP User/Console User -> Owner

You must first apply for mod, each promotion takes trust and time.
